Research Notes on Medicare History


Medicare was officially signed into law by President Lyndon B. Johnson in 1965 as part of his Great Society.1 It was originally intended to provide health care coverage to the elderly, but was expanded to include the disabled and people with end-stage renal disease in 1972.2 Medicare has grown to include coverage for hospital care, pap smears, and mammograms since its inception.1 In 2003, President George W. Bush signed legislation that provides for a prescription drug benefit and more health care choices.3

  • President Harry S. Truman was the first person to enroll in Medicare.1
  • Medicare Part B premiums have increased over $40 since 1965.1
  • 19 million people enrolled in Medicare the first year of the program.1
